To start a new game, enter the name as TooManySecrets (note the case), and then enter the password (any password is acceptable).
Then after the game starts, you can press [F1] to open the cheat menu
(Note: Cheats are invalid in V1.2)
Another: If FBI mod is installed, the name is changed to: CharlieBean
